Montenegro Airlines has been awarded the International Safe Travels label

Our company has been awarded the international label for safe travels "Safe travels" by the National Tourism Organization of Montenegro. Commission for verification of eligibility for obtaining and using the label supported by the World Tourism and Travel Council (WTTC) determined that MA meets all the conditions for obtaining this significant label. MA applies all recommendations and procedures of the competent authorities: the Institute of Public Health of Montenegro, the Civil Aviation Agency and the European Union Aviation Safety Agency -EASA.

The international label "Safe travels" is a specially designed label due to the health crisis Covid-19, which allows passengers to recognize the companies around the world which have adopted global standards of health and hygiene as an important prerequisite for safe travels. The sign stands out on websites, social networks, facilities, which makes it easier for tourists to choose a safe destination.

In these hard circumstances our company has taken additional steps to preserve the health of crew and passengers, which is always our top priority. Earlier, EASA included our company in the list of European companies that have joined the Aviation industry charter program for COVID-19. By joining this program Montenegro Airlines confirmed that it meets the guidelines of the prescribed COVID-19 health care protocol applied in aviation. The obtained certificate "Safe travels" is another indicator that MA applies health and safety measures at the highest level.

Flexible ticket changing policy

Our company intensely follows the situation development regarding Covid-19 virus, and lifting of the measures and restrictions in international traffic and according to that, we modified the Flexibility policy. Depending on which category you belong, multiple options are available.

  • I category - Passengers whose flights are canceled (until December 31st)

    Changing a ticket

    According to revised procedure, our passengers whose flights are canceled until December 31st 2020 can change their flights for different dates, i.e. destinations free of re-booking fees or fare difference.*

    The ticket can be changed only once under these conditions. New dates can be booked up to 48 hours before the new flight. New dates can be chosen up to a year since the date of the original ticket was issued or in the case that one of the coupons of the ticket was used, a year since the date of the first flown flight.

    * For the change of destination it is necessary to charge the difference in airport taxes between the two destinations. If there's a difference in airport fares on the same destination, and a flight is cancelled, the difference will not be charged.

    Code-share flights

    As far as flights of our code-share partners are concerned, on which Montenegro Airlines is a marketing carrier, the same procedure is valid for the tickets of our company.

    Vouchers

    If your flight has been cancelled (in the period from March 16th to December 31st) due to measures introduced by the competent authorities or situation caused by the spread of Covid19 virus, except from the free change of tickets according to the above mentioned conditions, we offer even greater flexibility - to exchange the tickets for the vouchers that can be used for later travels on any of our flights.

    Terms:

    • Voucher is valid for one year since the original issue date of the ticket.
    • Voucher can be exchanged within the above mentioned travel period until December 31st 2021.
    • Taking into consideration that the voucher is a form of payment, it is transferable to other person, so the passenger who held the original ticket, can give the voucher to another passenger, with explicit consent.
    • Vouchers can be used for any travel within Montenegro Airlines network, on flights where we are operating carrier.
    • If the price of the new ticket is lower than the one on the voucher, new voucher is issued with that price difference. This voucher is as valid as the original (from the date of issued tickets for which the original voucher is exchanged), i.e. the date of validity does not change. If the price of the ticket is higher than the value of the voucher, it is necessary to pay the difference.
    • The complete amount of money that you payed for the ticket is exchanged for the voucher, under the condition that the ticket is not used. If you have flown one of the flights, voucher will be valid only for the unused part.
    • To apply for the ticket refund in a form of voucher, you can contact the agency where you have purchased the tickets, our sales representatives via e-mail or calling/e-mailing our Call Center.
    • To exchange a ticket for a voucher, it is necessary to inform agents of exact information on the name that is on the ticket, reservation code and/or ticket number.
    • Vouchers are refundable if not used, after the validity period expires (one year since the original tickets have been issued).
    • We are trying to process every application as soon as possible. After your application have been processed, we will send you an electronic confirmation with the exact voucher number, so you can redeem it when exchanging it for a new trip.
  • II category - Passengers that cannot travel due to the formal measures and restrictions even if the flight is not canceled (until December 31st)

    Ticket change

    According to the revised procedure, our passengers that have flights until December 31st 2020, that have not been canceled, but due to the formal measures and restrictions of entry into Montenegro/other destination, cannot travel, can change flight for other dates, i.e destinations free of re-booking fees.

    The ticket can be changed only once under these conditions. New dates can be booked up to 48 hours before the new flight. New dates can be chosen up to a year since the date of the original ticket was issued or in the case that one of the coupons of the ticket was used, a year since the date of the first flown flight.

    *If there is a difference in fare between the old ticket and the new trip, it is necessary to pay the difference. For the change of destination it is necessary to pay the difference in airport taxes. If there's a difference in airport fares on the same destination, and a flight is cancelled, the difference will not be charged.

    Codes-hare flights

    As far as flights of our code-share partners are concerned, on which Montenegro Airlines is a marketing carrier, the same procedure is valid for the 409 tickets, on YM flight code.

    For the tickets of the flights were the Austrian Airlines is a carrier, it is necessary to cancel 48h before a flight.

    Vouchers

    If your flight have been cancelled (in the period from March 16th to December 31st) due to measures introduced by the competent authorities or situation caused by the spread of Covid19 virus, except from the free change of tickets according to the above mentioned conditions, we offer even greater flexibility - to exchange the tickets for the vouchers that can be used for later travels on any of our flights.

    Important: If you decide not to travel, cancel your trip on time (at least 24h prior to the flight), because this procedure will not be applicable on "no show" passengers.

  • III category - Passengers that cancel their flights voluntarily

    Our company is intensively monitoring the development of situation with Covid-19 virus, as well as the measures and restrictions in the international traffic. Accordingly, in order to make your travel planning easier, we have extended the possibility of free date change. If you have bought tickets from July 1st to December 31st for any of destination to which we resumed traffic, you get the possibility to make unlimited changes until the March 31st.

    * If the initially paid fair is not available on the new flight, it is necessary to pay the difference to the price of the available fare. The change must be made no later than 24h before the original flight.


Information on entry requirements for specific countries

Regarding the gradual lifting of the measures of air traffic ban, conditions and procedures of entering a certain country, can be found on IATA's website (International Air Transport Association) in the "Travel Center" section (please find on the link below).

It is necessary to enter your passport data, name of the arriving country, departing country, and after that you will get an answer whether the entering ban exists or not and what is the procedure if it is even possible to travel to that destination. Data are being updated on daily basis in accordance with changes in measures of numerous countries, so it can be used as a reliable source of information.

Information on entering a certain country could also be found in the diplomatic-consular missions of the countries that you plan on visiting.

Passengers are obliged to be informed of all general recommendations of competent health institutions and diplomatic-consular missions prior to the travel, in order to get informed of the rules when entering a country they travel to..

  • Instructions of entering Switzerland

    According to the laws of Switzerland, all passengers entering this country, from June 2nd 2020, must fill out a contact form before landing, which you can download here and submit after boarding to our cabin crew. If you do not submit the already completed form, colleagues on the plane will hand you a copy that must be completed and submitted.

    All companies flying to Switzerland are obliged by local law to follow this procedure and deliver the lists to the country of entry upon request.

    The form contains basic contact information and it is easier to contact the passenger in case it is determined that one of the passengers has been infected with the new Corona virus. This data will be stored in accordance with the highest standards governing the protection of personal data, and will be destroyed after one month.

    FORM

    Montenegrin citizens still cannot enter the Swiss Confederation as tourists. Citizens of Montenegro who have a regulated stay in Switzerland can enter this country from July 23 with mandatory quarantine or self-isolation for 10 days.

    Citizens of Montenegro who do not have a residence permit, but have a strong reason to enter, can apply for permit via email corona@sem.admin.ch. To connect with family member in Switzerland, a special permit from Swiss authorities is required - Type D Visa issued by Switzerland or Laissez Passer issued by the Swiss State Secretariat for Migration (SEM) or an official letter from the Immigration office. It can be requested via email corona@sem.admin.ch.

    Transit: Passengers are allowed to transit to another Schengen country from which they have a residence permit, work permit or national visa. More details on border closures and exemptions can be found at: www.sem.admin.ch/sem/en/home/aktuell.

  • Instructions of entering Denmark

    October 30, 2020

    Non-Danish citizens will not be allowed to enter Denmark, unless they have clear reason. Persons arriving from high-risk countries should have a proof of a negative test for Covid-19, obtained no more than 72 hours before crossing the border. This refers to residents in high-risk countries who are allowed to enter Denmark i.e. persons entering Denmark for justified purposes, including work.

    Workers on the border-crossing will be more closely controlled, and more attention will be paid to the accommodation of the workers on the border-crossing in order to prevent the risk of infection and its further spread.

    The measures also apply to all countries outside the EU/ Schengen/ UK,except: Australia, Japan, New Zealand,Korea, Thailand, Singapore and Uruguay.

    Since large number of passengers traveling to Copenhagen continue their travel to Sweden, Montenegrin residents and citizensresiding in Montenegro have been allowed to enter the country since 4th July.

    We recommend that you check all the information before travelling on the official website of the Swedish authorities https://polisen.se/en/the-swedish-police/the-coronavirus-and-the-swedish-police/travel-to-and-from-sweden. As stated on the website, the evaluation of meeting the criteria will be updated every two weeks.

    Note: When entering any of the countries, the country of residence will be taken into consideration, not the country of citizenship unless both citizenship and country of residence are of the same nation.

  • Instructions for entering Austria

    Starting from December 19, 2020 newer regulations concerning entry into Austria will enter into force and will remain in force until March 31, 2021.

    This Regulation states that all persons travelling to Austria have to go to a mandatory 10-day-quarantine upon arrival. On the 5th day after entering Austria, passengers can take a COVID-19 test; if this test is negative, the quarantine can be terminated.

    The new Regulation will apply, for example, to citizens of Montenegro studying/ working/ living in Austria who come back home to spend Christmas and the New Year with their friends and families and are than returning to Austria.

    Besides, these regulations also apply to Austrian citizens returning to Austria after a Christmas/ winter vacation abroad!

    Montenegrin citizens who plan to travel to Austria directly from Montenegro, but do not have a regulated residence in Austria, or intend to travel from "unjustified" reasons, will not be allowed to enter the country.

    Austria has updated the list of "safe" countries. The countries from which it is possible to enter Austria without restrictions are as follows: Australia, Finland, Ireland, Iceland, Japan, New Zealand, Norway, South Korea, Uruguay, Vatican.

    These rules will not apply to the following categories:

    • humanitarian missions;
    • persons coming for business reasons;
    • accompanied persons coming for medical treatment;
    • persons who have an urgent obligation to report to the court;
    • staff members of diplomatic missions;
    • employees in the international organizations.

    The abovementioned persons can enter Austria with medical certificate - a negative PCR or antigen test.

  • Instructions for entering Slovenia

    According to the new measures, which come into force on December 25, 2020 entry into Slovenia from the countries on the red list (which also includes Montenegro)without the obligation of quarantine will be allowed only with the negative PCR test done in the member states of EU and Schengen area. PCR test shall notbe older than 24 hours. For passengers without PCR test quarantine i.e. self-isolation is obligatory at the address of the stay, for a period of 10 days.

    We point out that the entry into Slovenia from the third countries has been allowed with a negative PCR test, done in institutions and laboratories recognized by the Slovenia competent authorities, including four institutions/laboratories from Montenegro, however, as of tomorrow i.e. December 25, 2020, it is not possible. At the same time, the validity period of PCR tests was shortened, from 48h to 24h.

    Aside from this, the so-called "green" and "yellow" list of the countries are eliminated, and it will be considered that all those who are not on the red list belong to the list of thecountries from which Slovenia can be entered without quarantine and other special conditions.

    Transit through the territory of  the Republic of Slovenia is still allowed without a negative PCR test, but instead of the previous 12 hours, as of December 25, 2020, the allowed time for transit is 6 hours.

    Adopting the new Decision the number of exceptions, which allow entry without quarantine and PCR test, are also reduced as follows:

    • Cross-border daily labor migrants who are employed in one of the EU member states or another Schengen country, with adequate proof;
    • Persons sent to or from the international transport sector, with adequate proof;
    • Persons performing the transport of goods or passengers from or to the Republic of Slovenia in commercial transport, as well as for freigh and passenger transport in transit, which are obliged to leave the country within eight hours after crossing the border;
    • Persons in transit through the Republic of Slovenia who leave the country not later than six hours after entry;
    • Representatives of the foreign security institutions or judical bodies, performing an official task and leaving the Republic of Slovenia as soon as possible after the completion of the task;
    • Persons brought by ambulance or emergency vechicle accompanied by medical staff;
    • Holders of diplomatic passports.
  • Instructions for entering Germany

    In accordance with the Decree of the Federal Ministry of Health, which entered into force on November 8th, 2020, before entering Germany from the risk area it is necessary to make a digital registration, which replaces the previous statement/form in the paper form.Therefore, the obligation of electronic registration applies from November 8th, 2020, if the person has been in the risk area during the past ten days.

    There is no obligation for digital registrations in relation to the following categories:

    • Passengers who only passed through the risk area, but did not stay in it;
    • Passengers entering FR Germany for transit through German territory;
    • Passengers who, within the framework of cross-border traffic with neighboring countries, stayed less than 24 hours in the risk area, or plan to stay up to 24 hours in FR Germany;
    • Passengers entering Federal Republic of Germany for professional reasons,i.e. to carry out the transport of persons and goods by road, rail, sea or air.

    Digital registration should facilitate the work of the competent health services in monitoring compliance with the adopted measures and enable better prevention of spreading the virus in the travel segment.

    General measures stipulate that all the passengers, who have been in one of the countries qualified as risk area in the last 10 days before entering Germany are obliged to go quarantine/ self-isolation immediately upon entering the country. Self-isolation can end no earlier than five days, with a negative PCR test, no older than 48 hours. The test results should be kept for ten days.

    Accordingly, The Decree of the Federal Ministry of Health, inter alia, states that "persons who arrived in the FR Germany by land, sea or air and who during the last ten days before entry stayed in an area where there is an increased risk of infection with coronavirus SARS-CoV-2, are obliged to provide the proof of completed testing, at the invitation/request of the competent health service". "A negative test on paper or an electronic document in German, English or French" are considered a valid proof. "Persons who are not tested in accordance with the obligation, risk paying high fines (up to 25,000 euros) in accordance with the local regulations.Being a passenger in the international traffic, who is informed of its obligations, we expect you to conscientiously comply with the stated obligation (without being served with any order or decision).

    Persons transiting through German territory are not subject to a measure of self-isolation, but they have no right of retention and are obliged to leave FR Germany immediately. It is understood that these individuals do not have symptoms of COVID-19.

    With regard to the implementation of measures within the competence of the federal states/provinces, certain exempts are possible, depending on the province.

    We remind you that entering and staying of Montenegro citizens in FR Germany is still not possible, unless having an important reason.

    Important reasons for entering from the third world countries are:

    • German citizens, EU citizens and third-country nationals with existing residence permit in Germany;
    • Health workers and health researchers, as well as nursing staff;
    • Foreign qualified and highly qualified workers whose employment is necessary from economic perspective and whose work cannot be postponed or done abroad;
    • Staff employed in transport of goods as well as other transport staff;
    • Seasonal workers in agriculture;
    • Seafarers;
    • Foreign students whose studies cannot be fully organized from abroad;
    • Foreign family members who come for a family reunion, as well as visits due to urgent family reasons;
    • Persons who need international protection or protection for other humanitarian reasons;
    • Diplomats, international organizations employees, military staff and humanitarian workers during the performance of their duties;
    • "German immigrants";
    • Transit passengers.

    We note that traveling as a tourist is not considered as an important reason.

    The passenger's previous place of residence is crucial in determining the possibility of entry, not their nationality.

  • Instructions of entering France

    October 30, 2020

    All passengers over the age of 11 arriving by plane from Montenegro will be required to show a negative PCR test for Corona virus upon departure, which shall not be older than 72 hours. We advise you to get tested before arrival in the Republic of France. If it's not possible for you to get tested prior to the travel, you will get tested at the border-crossing. Also, quarantine was introduced, therefore, it is allowed to leave the place residence for the period of half an hour, within the radius of 1 km.     We remind you that the recommendation of the EU Council, which was also accepted by France, is still in force, according to which the entry of Montenegrin citizens who do not have a residence in the EU have been banned since July 16.

    Entry to France is allowed without restriction solely to following categories of passengers:

    • French nationals, accompanied by their spouse and children;
    • European Union nationals and nationals from Andorra, United Kingdom, Iceland, Liechtenstein, Monaco, Norway, San Marino, Switzerland, and the Holy See, having their primary residence in France or transiting through France to reach their country of origin or where they have their primary residence, accompanied by their spouse and children;
    • Third country nationals, who are holders of a French or European residence permit or valid long-stay visa, having their primary residence in France or transiting through France to reach their residence in a country of the European Union or assimilated;
    • Third country nationals, transiting less than 24 hours in an international area to reach their country of origin and who are holders of a travel document to this country;
    • Diplomatic mission staff, or international organizations staff working in headquarters or offices located in France, accompanied by their spouse and children;
    • Healthcare workers supporting the fight against Covid-19;
    • Flight and cargo crews, or travelling as a passenger to their departure base;
    • Foreign nationals ensuring the international carriage of goods;
    • Goods carriers including seamen.

    This certificate must be presented to transportation companies, before boarding, by passengers travelling to mainland France. It has to be also presented to border control authorities.

    FORM

  • Instructions of entering Italy

    The Embassy of the Republic of Italy in Podgorica informed that, after the adoption of the new Decree of the President of the Council of Ministers (DPCM) on December 03, 2020,the new rules regarding travel from Montenegro to Italy are in force. They inform that the Measures adopted by the new DPCM will be in force from January 15, 2021.

    Montenegro is now included in the list defined as "List E". Therefore, Embassy points out that it is now possible for people residing in Montenegro to travel to Italy for certain purposes, such as work reasons, health issues, studies (however, tourism in not included currently).

    Although, Montenegrin citizens do not need short-stay visas, the Embassy of Italy confirms that it is possible to issue long-stay visas, including: medical care, employment, studies (including vocational training and internships).

    When entering Italy, all passengers must fill in a self-declaration form (which can be downloaded from the official website of the Ministry of Foreign Affairs www.esteri.it, stating the reason for entering/returning to Italy), which must be presented to the competent authorities, if required.

    The Embassy notes that for the passengers coming from the countries listed in "E", the obligation of self-isolation under the supervision of the competent health authorities still applies. Exceptions to this quarantine obligation include:

    • diplomatic agents;
    • military and police personnel performing their duties;
    • passengers entering Italy for a period not exceeding 120 hours for proven reasons of work, health or absolute urgency;
    • passengers travelling by private means through the territory of Italy for the period not exceeding 36 hours;
    • crew members of road transport companies and personnel on ships.

    Further restrictions on international movements will be in force in Italy from December 21, 2020 to January 6, 2021.The information is regularly updated through website of the Italian Ministry of Foreign Affairs and International Cooperation and the official websites of regional and local governments.

  • Instructions for entering Serbia

    REGIME FOR ENTERING THE RUPLIC OF SERBIA FROM DECEMBER 20

    In order to prevent the spread of infectious diseases into the territory of Republic of Serbia, starting from December 20, 2020, persons coming to the Republic of Serbia are allowed to enter the country only if they have a negative PCR test for SARS-CoV-2 virus, which shall not be older than 48 hours, issued by the reference laboratory of the country from which they come, i.e., from which they enter the Republic of Serbia. If there is  a delay when entering the Republic of Serbia, which cannot be attributed to the fault of the passenger, but it is a consequence of an external event, which could not be predicted, avoided or eliminated (flight delay, departure of buses, trains and etc.), then the test cannot be older than 72 hours when entering the Republic of Serbia.

    Citizens of the Republic of Serbia and foreign citizens who have been granted temporary residence or permanent residence in the Republic of Serbia, as well as members of the diplomatic and consular staff and members of their families, when entering the Republic of Serbia, who do not have a negative PCR test for SARS-CoV-2 virus, issued by the reference laboratory of the country from which they come, i.e. entering the Republic of Serbia, not older than 48 hours from the date of issuance of the results, will be determined a quarantine measure at home for a period of 10 days. This measure ceases to be valid, if the person to whom measure is assigned, during this period receives a negative PCR test for SARS-CoV-2 issued by the reference laboratory of the Republic of Serbia. Upon entering the Republic of Serbia and passport control, the above-mentioned persons are handled a written notice- health warning on the obligation to comply with the quarantine measure at home for the period of 10 days after crossing the state border and are warned to report to the competent COVID clinic or territorially competent Public Health Institute, within 24 hours from the moment of crossing the state border by electronic registration to the electronic address: www.e-zdravlje.gov.rs.

    Negative RT-PCR test for SARS-CoV-2, not older than 48 hours, does not apply as a condition for entry into the Republic of Serbia as follows:

    • foreign citizens in transit through the Republic of Serbia. Transit for foreign citizens is limited to a period not longer than 12 hours from the moment of entering the Republic of Serbia;
    • crew and cabin crew of aircraft whose final destination is the Republic of Serbia;
    • crew, personnel and passengers in transit, i.e., transfer throughinternational airports of the Republic of Serbia;
    • accredited members of the staff of foreign diplomatic-consular missions and offices of international organizations, as well as members of their families who are holders of special identity cards or identification documents issued by the Ministry of Foreign Affairs and the General Secretariat of Government;
    • minors up to the age of 12, if the parent, guardian or other person accompanying the child has negative PCR test, if necessary;
    • foreign citizens who have been granted temporary residence or permanent residence in the Republic of Serbia;
    • members of foreign military, police and other security services who are in transit through the territory of the Republic of Serbia or come to the Republic of Serbia to perform official tasks with prior notice;
    • foreign nationals when performing international transport, for the purpose of taking over or unloading goods or for the purpose of transporting persons into or through the Republic of Serbia, in the case of crews of the:
      1. freight motor vehicles when performing international road transport. In the case of transit traffic, it is limited to a period not exceeding 12 hours from the moment of entry into the territory of the Republic of Serbia;
      2. cargo ships transporting goods to one of the domestic ports. In the case of transit navigation on the international waterway of the Republic of Serbia, it is limited to a period not exceeding 90 hours for ships and 60 hours for self-propelled vessels from the moment of entry into the Republic of Serbia in the case of upstream navigation, 72 hours for ship formations and 54 hours for self-propelled vessels from the moment of entering the territory of the Republic of Serbia in the case of downstream navigation;
      3. buses in regular and international passenger transport, both in transport and in the case when the final or departure destination is the Republic of Serbia;
      4. railway vehicles and train staff;
      5. humanitarian convoys contracted through diplomatic channels.

    Negative PCR test for SARS-CoV-2, not older than 48 hours, does not apply as a condition for the entry into the Republic of Serbia, on a reciprocal basis:

    • citizens of neighboring countries from the border area who perform agricultural work and have agricultural land in the territory of the Republic of Serbia, and they are obliged when crossing the state border to have proof of ownership of agricultural land or statement of the owner of agricultural land that the person who crossing the state border will perform the agricultural work at his land;
    • citizens of neighboring countries who are residence of the border area and who are employed in the territory of the Republic of Serbia, to whom the employer of the Republic of Serbia has issued a document on employment.

    REGIME FOR ENTERING MONTENEGRO FROM DECEMBER 25, 2020

    ENTRY INTO MONTENEGRO - NATIONALS OF MONTENEGRO AND FOREIGNERS RESIDING IN MONTENEGRO

    Entry into Montenegro is allowed to every citizen of Montenegro with permanent residence in Montenegro and foreign citizen with permanent or temporary residence in Montenegro meeting the one of the following three conditions:

    • Negative PCR test result for novel coronavirus (SARS-CoV-2) not older than 72 hoursor
    • Positive antibody test results for novel coronavirus (SARS-CoV-2) class IgG or
    • Negative serological test for IgM antibodies obtained by ELISAserological test not older than 72 hours

    If the passengers do not meet the above-mentioned conditions, it is possible to enter the country by determining the measure of quarantine (self-isolation) for a period of 14 days. Exceptionally, it is possible to do a PCR test at the earliest at the sixth day of quarantine (self-isolation), and if PCR test is negative, self-isolation is ended.

    If the citizen of Montenegro or foreigner with permanent or temporary residence in Montenegro has stayed outside the borders of Montenegro for up to 48 hours, return is allowed without theobligation of testing, provided that upon return to Montenegro a health supervision measure is prescribed, which implies free movement but daily monitoring of symptoms and reporting to the competent doctor until the expiration of the Decision issued by the Sanitary inspection upon return.

    ENTRY INTO MONTENEGRO - FOREIGN CITIZENS

    Entry into Montenegro is allowed to the foreign citizens meeting the following conditions:

    • Negative PCR test result for SARS-CoV-2, not older than 72 hours.

    ENTRY INTO MONTENEGRO - SPECIAL CATEGORIES

    In accordance with the recommendations of the European Commission, certain categories of persons necessary for the normal functioning of the vital services and persons representing a clear economic interest are excluded from the above criteria.

    The Institute of Public Health prescribes special conditions for entry and movement through the territory of Montenegro for:

    • Health workers, health researchers and scientist;
    • Persons who perform or provide transport of passengers and goods;
    • Diplomats accredited to Montenegro, staff of international organizations, military personnel andhumanitarian aid workersin the performance of their functions;
    • Certain categories of passengers in transport;
    • Persons in need for international protection or persons coming to Montenegro for other humanitarian reasons (the principle of non-refoulement is respected).
  • Instructions for entering Greece

    Montenegro citizens cannot enter Greece, because of the foreign citizen entry ban that is in force in Greece, due to the prevention of spreading of COVID-19 virus. This ban is not related to the citizens of the EU Member States and the Schengen area countries, including their marital partners or persons with whom they are in any legal spousal relationship, as well as their underage children.

    The ban also is not related to:

    • Medical staff, researchers and professionals in the medical field, if they show their work license upon entry into country or other adequate document proving their profession, under the condition that their arrival into country is for business purposes.
    • Persons who have been residing in an EU Member State or a Schengen zone for a long period of time, as well as citizens of other countries who have a residence permit in an EU Member State or a Schengen State.
    • Members of state delegations.
    • Staff of diplomatic and consular missions and delegations, staff of international and European institutions, members of humanitarian organizations during the performance of their duties, military personnel and members of the security forces or the Greek General Secretariat for Civil Protection.
    • Employees in the field of transport, including sea and river transport, aircraft crews, crews and technical staff of firefighting aircraft, truck drivers in transit for the transport of goods, as well as absolutely necessary personnel for their transport.
    • Transit passengers.
    • Students that study in Greece.
    • Persons caring for the elderly and people with special needs.
    • Seasonal agricultural workers.

    The aforementioned persons must prove the purpose of entry with adequate documentation and are subject to laboratory analyzes.

    Passengers arriving by air from Bulgaria, Romania, the UAE, Malta, Sweden, Belgium, Spain, Albania and Northern Macedonia must have a negative PCR test, not older than 72 hours.

    This decision is valid for the period from 01.09.2020. to 15.09.2020.

    New plan of the Government of the Republic of Ireland for fighting Corona virus for the next six months

    The Government of the Republic of Ireland have adopted a new plan for leading the country through the Corona virus pandemic, for the next six months. The plan consists of five stages with special measures for preventing the spread of the virus. The Government will decide on a stage which will apply to the country, i.e. to a certain region based on the recommendation of the The National Public Health Emergency Team, who will make decisions based on the number of infected persons in various time periods (a week, two weeks), number of hospitalized patients, number of patients on intensive care, number of deceased and the manner on which virus was spreading.

  • Instructions of entering Russia

    The Government of the Russian Federation (RF) passed a Decision on March 18th, temporarily restricting the entry of foreigners in that country, and therefore the citizens of Montenegro.

    Some categories of foreign nationals are exempt from this decision:

    • foreign nationals who have a regulated permanent residence in Russia;
    • members of diplomatic missions and international organizations, as well as members of their families;
    • drivers of international air, river and railway traffic;
    • family members of a Russian citizen (family reunification);
    • highly qualified specialist;
    • foreign nationals who are referred for medical treatment in Russia;
    • foreigners entering Russia to take care of sick family member who is a Russian citizen;
    • foreigners entering Russia due to the death of the closest family member, etc.

    Also, entry is granted to citizens of a number of countries as well as to persons who have regulated permanent residence in those countries. Montenegro is still not on that list.

  • Instructions for entering China

    Notice for Chinese passengers of the need to submit negative PCR test results and IgM antibody tests for COVID-19

    In order to reduce the cross-border transmission of COVID-19, starting from November 06, 2020, all Chinese and foreign passengers who are to fly from Montenegro to China are required to take PCR tests and IgM anti-body tests for COVID-19 and then apply online for "HDC code" (or "Health Declaration Certificate", a copy of "HDC code" is available at the end of this notice) issued by Chinese embassies/consulates general based on the negative results of both tests. The specific requirements are as follows:

    1. General conditions

    All passengers departing from Montenegro to China are required, within 48 hours before boarding the flight to the transit country, to do the first PCR tests and IgM anti-body tests for Covid-19 in Montenegro and obtain the negative results on both tests (the validity period of negative results starts from the moment of sampling and lasts 48 hours), and then apply online to obtain the first "HDC code" issued by the Chinese Embassy in Montenegro. Testing in Montenegro have to be done at certain institutions recognized by Chinese Embassy in Montenegro (a list of institutions is available in this notice).

    Then, all the passengers are required , within 48 hours before boarding the direct flight to China, to do the second PCR tests and IgM anti-body tests for Covid-19 in the transit country (where they board a direct flight to China) and obtain the negative results of both testing (the validity period of negative results starts from the moment of sampling and lasts 48 hours), then to apply online for another "HDC code" issued by the Chinese Embassy/Consulate General in the transit country (passengers should contact the Chinese Embassy/Consulate General in the transit country regarding information on certain recognized institutions).

    2. Procedure for obtaining the "HDC code"

    Obtaining of the first "HDC code" issued by the Chinese Embassy in Montenegro: After obtaining the negative PCR test results and IgM anti-body results for Covid-19 in Montenegro (the validity period of negative results starts from the moment of sampling and lasts 48 hours),it is necessary for passengers to register on the website https://hrhk.cs.mfa.gov.cn/H5/, clearly scan/photograph both negative results, fill in all the necessary data, and Chinese Embassy in Montenegro will verify them as soon as possible. After the verification, passengers will receive "HDC code". Passengers are obliged to show digital or printed "HDC code" and follow inspection procedure with airlines during boarding.

    Obtaining of the another "HDC code" issued by the Chinese Embassy/ Consulate General in the transit country ( where passengers board direct flight to China): passengers should contact Chinese Embassy/Consulate General in the transit country regarding this.

    Passengers should board the flights within the validity period of "HDC code".

    4. Notes

    1. Please, read the above-mentioned requirements carefully and follow them. If you cannot get negative PCR tests and IgM(anti-body) tests for COVID-19, nor "HDC code", it means that you do not currently qualify to board the flight to China and you need to change your travel plan.
    2. Please, inform carefully yourself in advance regarding the testing conditions in the transit country, including which institutions have been designated and recognized by the Chinese Embassy/Consulate General in that country, what are the regulations for entering that country etc. If the airport in the transit country cannot offer PCR tests and IgM anti-body tests, passengers should enter the border of the transit country and do PCR testing and IgM antibody testing. Please, inform yourself carefully about the visa regime and entry requirements in the transit country during the pandemic period.
    3. Please, choose your travel plan carefully, avoid the situation of inability to enter the transit country, boarding blockade, faulty testing ,or faulty "HDC code".

Mile extension information

The corona virus pandemic has disrupted all world traffic, and many countries have introduced travel and commercial air travel bans.
